He very well may love you even if he doesn't know that saying "I love you" is an appropriate way to express that, for whatever reason. Just tell him you love him, or if you really "actually" think he might not love you If he says "yeah" just be happy about it. Don't make him feel guilty for not saying it sooner. I'd say either he hasn't said it because he's worried about the fact you haven't said it yet or he's just one of those guys that take something like that so seriously that he's not wiling to say it untill your relationship has reached a certain level. We see each other pretty much everyday, have plans for future trips, takes care of me and always wants me there with him. It sucks, but there's no point spending more and more time with a guy who "likes you well enough", when you're really chasing someone who loves you. He told me early on he wanted to take things slow because of this. But the thing is it hasn't really been moving all that slow.

Honestly I don't want to give him an ultimatum like that. Because then if he says it, I'll feel like I forced it out of him. I want it to be something he just says because he feels it and wants to. The thing that gives me hope is one of my best friends was in the same situation with her boyfriend.
